A member of parliament at work – you cannot blame him for falling asleep during the sitting. Just in time he realizes that the voting process has begun again.
The handle moves an oscillating lever and a ratchet. The lever makes the head nod sleepily. The ratchet is connected with a rod that raises the arm slowly for voting. By a weight (washer) the arm will be pulled down after the voting rapidly.
